Addendum comment: Since this is a "plaza" - need to animate with uses for people eg: restaurants with outdoor seating.

Otherwise no one is going to use the space.

For Street level - Consider reflecting the scale of the 1st and 2nd floors of the masonry building across the street. Tis looks pretty high at Street level. It would be good to consider the Centre Street "corridor" in a more unified way.

Scale and materials of these storefronts is not in keeping with community scale. It is looking too corporate, too "Madison Avenue".
Since restaurant tenants were lost with the demo of the jail perhaps these could be restaurants with outdoor seating to animate the space vs just being a passageway. (the old circa 1980 "passage' was pretty bad and filled with parked cars. Best to robustly counter that and animate the space with people functions.
Also - will this be an active street for autos?

Clarify height regarding max allowable per new zoning. And clearly indicate the Mechanical on the roof.

I think there is a misunderstanding that Collect pond is important to the neighborhood. Please observe activity.

Regardless - materiality should be more compatible with the limestone on the tombs, state court and courts in Foley square. This really looks too glassy.

Understand that this is the prime view of the building. Not the view from Collect Pond or up Centre Street. Again - the materiality and height needs to be more of an extension of the existing building (see the circa 1941 addition that was just demolished for scale and material continuity.

Re: The quadrant of the tower closest to the park - to mitigate effect on the park and to be more compatible with the existing building massing - please try to lower this quadrant. Understanding the square footage would need to be added to another quadrant; say the one on the north west. I would even sacrifice the allowed zoning height (which was upscaled along with the FAR to make this building possible)
